Reduced Rates are applicable to citizen households without private property or HDB industrial/commercial property.

^ Normal S&CC Payable (Normal Rates are applicable to household)

  • Where none of the owners or tenants and none of the authorised occupiers are citizens of Singapore;;
  • Where any owner or tenant or authorised occupier has an interest in any private residential property, or in any industrial or commercial property, whether or not owned by or vested in HDB
  • Which is owned by or let to any body corporate; or
  • Which is vacant.

Penalties for Late Payment of S&CC of Residential Properties. 2% will be imposed on outstanding amount.

S&CC payments are due on the first day of each month without demand from the Town Council. Residents enjoy a one-month grace period, during which payments made within the month won't be subjected to any late payment penalties.

Commercial Properties Shop with Living accommodation $2.50/sqm subject to a minimum of $84, in addition to the reduced rate of conservancy and service charges for the equivalent room types for residential (except for Executive Apartment)

Penalties for Late Payment of S&CC of Commercial Properties and Temporary Occupation Licences.
S$30 or 5% of outstanding S&CC per month, whichever is higher.

8am to 5pm from Mondays to Fridays
8am to 12pm on Saturdays
Closed on Sundays and Public Holidays

S&CC is payable on the 1st of every month without demand. (no invoice will be sent to residential units). PCTC is aiming to streamline administrative processes, reduce paper usage, and promote a more sustainable environment. We give our residents a one-month grace period to pay their S&CC. This means that if payment is made within the month, late payment penalty fee will not be imposed.

Your S&CC is meant for the maintenance and upkeep of the common property within Pasir Ris-Changi.

Notes:

  1. Households with no Singaporean flat owner or occupier in the flat, or where the flat owners or essential occupiers own or have any interest in a private property, or have rented out the entire flat, are not eligible for the S&CC rebates.
